<p class="">We are excited to announce that our next Community Outreach partner is NAMI New Hampshire! May is Mental Health Awareness Month, so we are raising funds to support their work providing support, education, and advocacy for people affected by mental illness and suicide. You can learn more about their work on the <a href="https://www.naminh.org/">NAMI NH website</a>.</p>



<p class="">When we last partnered with NAMI NH in May 2022, we raised over $4,000. This year, we are collecting cash donations in the dispensaries throughout May, and GraniteLeaf will match the donations up to $2,000.</p>

<p class="">Our campaign to support Pope Memorial SPCA in April was a huge success!</p>



<p class="">Merrimack slightly edged out Chichester, collecting a total of <strong>$966.62.</strong> Chichester was only slightly behind, collecting <strong>$953.75</strong> for a total of <strong>$1920.37.</strong></p>



<p class="">GraniteLeaf is matching those contributions and rounding up to <strong>$4,000.</strong> Many thanks to all the patients and caregivers who supported this worthy cause!</p>

<p class="">When selecting cannabis products,&nbsp;it’s&nbsp;helpful to have an idea of the potential effects and benefits. While everyone’s experience with cannabis is unique, there are&nbsp;some&nbsp;general&nbsp;indicators&nbsp;that can help guide your choices.&nbsp;</p>



<p class="">Traditional labels like&nbsp;<em>indica</em>,&nbsp;<em>sativa</em>, and&nbsp;<em>hybrid</em>&nbsp;can offer some direction, but they&nbsp;may&nbsp;not accurately&nbsp;predict how a specific cultivar will make you feel.&nbsp;</p>

<p class="">Patients who visit our Merrimack dispensary will probably recognize Judy. She joined the team in 2019, back when we were Prime ATC, and recently celebrated 7 years with us. We are grateful for all the joy that Judy has brought to our patients and to all the people she has worked with over the years. </p>



<p class="">Judy can often be found in the front office greeting patients and checking them in. She also spends time consulting with new and existing patients who want more in-depth information and recommendations. As a patient educator, she is always happy to share her knowledge about our products and their potential therapeutic benefits.   </p>

<p class="">When Judy first started with us, she found that this job brought her joy after losing a loved one. She loves learning things from younger team members, and she “teaches them a couple of wise things” in return.  </p>



<p class="">Her biggest accomplishment over the seven years she’s been here was overcoming adversity during COVID. She was a part of the team that ensured patients still received their therapeutic cannabis during those uncertain times. She loves the work she does and finds there are “many more good days than bad.”  </p>

<p class="">The products that Judy has found to be the most&nbsp;beneficial are the tinctures&nbsp;because they are great for going “low and slow.”&nbsp;Specific&nbsp;GraniteLeaf&nbsp;products&nbsp;that&nbsp;she likes include the THCA/THC tincture, fast-acting edibles,&nbsp;and&nbsp;the&nbsp;<a href="https://graniteleaf.com/funk-mtn/">Funk MTN</a> flower.&nbsp;&nbsp;</p>



<p class="">Helping people is what really keeps her going. Her favorite thing about her job is when patients come to her and tell her that cannabis “changed their lives.” She loves working for GraniteLeaf, and says she doesn&#8217;t want to work anywhere else. </p>



<p class="">Her&nbsp;general&nbsp;advice&nbsp;for patients&nbsp;is&nbsp;that&nbsp;“moderation in everything is key.”&nbsp;&nbsp;&nbsp;</p>

<p class="">Great News: we have achieved an important milestone in our ongoing campaign to eliminate medical debts in New Hampshire! We&#8217;ve reached our initial goal, raising enough funding to wipe out $1.98 million in medical debts for residents of Merrimack County in partnership with <a href="https://unduemedicaldebt.org/">Undue Medical Debt.</a> </p>



<p class="">Next, we are turning our attention to Hillsborough County and incentivizing donations from community members and local businesses with a raffle of tickets to <a href="https://www.northlandslive.com/">the 2026 Northlands Music Festival, which will take place in Swanzey June 19-21.</a> Online donors will be eligible for one raffle ticket for every $5 donated.</p>

<p class="">Throughout February and March, GraniteLeaf collected <strong>$3,349</strong> in donations at our dispensaries in Chichester and Merrimack. The company matched these donations and added an extra <strong>$3,015</strong> to reach the Merrimack County goal of <strong>$9,713</strong>. The campaign will continue to <a href="https://unduemedicaldebt.org/campaign/graniteleaf-for-debt-relief/">accept tax-deductible donations online</a> for Hillsborough County until the end of April. <p class="">For our April Community Outreach project, we are proud to partner with <strong><a href="https://www.pmspca.org/">Pope Memorial SPCA</a></strong> to support local animals in need. Their mission is to care for abandoned and homeless pets, advocate for animals in need, and promote the humane treatment of all animals. </p>



<p class="">Located in Concord, their facility serves as both an animal shelter and a clinic providing essential services such as vaccinations. They also&nbsp;operate&nbsp;a pet food pantry for owners who need temporary&nbsp;assistance&nbsp;feeding their pets. In addition, they offer valuable resources and education to help prevent animal cruelty and neglect in the community.&nbsp;</p>



<p class="">On Saturday, April 11, Pope Memorial SPCA will host their annual <strong><a href="https://www.pmspca.org/dirtypaws5krun">Dirty Paws 5K.</a></strong> This fun, community-centered event raises funds to support homeless pets and programs focused on preventing animal cruelty. The race will begin at the Banks Humane Education Center, located at 95 Silk Farm Road in Concord. </p>



<p class="">Throughout&nbsp;the month of April, we will be collecting cash donations at both of our locations, and GraniteLeaf will match all donations up to a total of $2,000. <p class="">The first half of New Hampshire&#8217;s legislative session concluded yesterday, and there was one pleasant surprise: the Senate passed SB 468! Many thanks to all who reached out to senators. Next, the bill will proceed to the House, which has passed similar bills in the past without significant opposition.</p>



<p class="">SB 468, which would allow each alternative treatment center (ATC) to operate one secure, well-regulated greenhouse, had previously been recommended for interim study (a.k.a. &#8220;a polite death&#8221;) by the Senate Judiciary Committee.</p>



<p class="">The chairman of Senate Judiciary, Sen. Bill Gannon, spoke on the Senate floor yesterday and urged his colleagues not to pass the bill. Fortunately, his argument that allowing a few greenhouses might cause serious problems did not prevail. Sen. Howard Pearl and Sen. Tara Reardon spoke in favor of the bill, arguing that greenhouse cultivation would help reduce prices for New Hampshire patients. Ultimately, ten Republican senators joined all eight Democratic senators in voting to overturn the committee. The bill was subsequently approved in a voice vote. </p>

<h2 class="wp-block-heading" id="h-what-s-next-for-sb-468">What&#8217;s Next for SB 468</h2>



<p class="">We are confident that SB 468 will pass the House sometime in the next two months. If the House approves it with no changes, it will proceed to Gov. Kelly Ayotte&#8217;s desk, and she will have three options: sign it, veto it, or allow it to become law without her signature.</p>



<p class="">If she vetoes the bill, we would need 2/3 majorities in both the House and Senate in order to override the veto.</p>



<p class="">If she signs it or allows it to become law, the Department of Health and Human Services (DHHS) would begin developing regulations specific to greenhouse cultivation. After the regulations have been adopted, ATCs would be invited to &#8220;submit a detailed proposal to the department&#8230; which shall include the alternative treatment center’s plan to reduce energy costs and provide lower prices for registered qualifying patients.&#8221; Finally, before approving an ATC&#8217;s greenhouse proposal, DHHS would solicit input from the community where the greenhouse would be located.</p>



<p class="">In other words, the impact of this bill would not be immediate. However, once greenhouses are finally up and running, ATCs will be able to produce therapeutic cannabis much more efficiently, enabling us to offer lower prices. We look forward to proceeding with this plan, assuming the bill does become law in 2026.</p>

<p class="">Someday, it will be legal to produce sun-grown cannabis in New Hampshire. Unfortunately, GraniteLeaf and other N.H. alternative treatment centers (ATCs) are still only allowed to cultivate indoors, which is by far the most expensive way to grow cannabis. This pointless restriction is one of the major factors contributing to higher prices here in the Granite State.</p>



<p class="">You might think it would be a no-brainer for our state to allow cultivation in secure greenhouses, but some legislators don&#8217;t seem to care about reducing costs for patients. This week, the Senate Judiciary Committee voted 3-1 to recommend against passage of <a href="https://gc.nh.gov/bill_status/billinfo.aspx?id=1443&amp;inflect=2"><strong>SB 468</strong></a>, which would simply allow each ATC to operate one greenhouse, subject to appropriate regulations.</p>



<p class="">Despite the committee&#8217;s recommendation, the bill will still receive a vote in the full Senate next week. <h2 class="wp-block-heading" id="h-two-legalization-bills-die-in-house">Two Legalization Bills Die in House</h2>



<p class="">Usually, adult-use legalization bills fare well in the N.H. House and get clobbered in the Senate. But not last week! The lower chamber took the unusual step of <a href="https://newhampshirebulletin.com/2026/03/13/after-political-debacle-84-bills-die-in-house-without-a-vote/">allowing 74 bills to die without a vote</a>, including two cannabis bills:</p>



<ul class="wp-block-list">
<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=2224&amp;txtFormat=html&amp;sy=2026"><strong>HB 1235</strong></a> (Sullivan) would have legalized possession of cannabis for adults. </li>



<li class=""><a href="https://gc.nh.gov/lsr_search/billText.aspx?id=1944&amp;type=4"><strong>CACR 19</strong></a> (Wheeler) would have established a Constitutional right for adults to possess modest amounts of cannabis for personal use, if approved by voters in the November election.</li>
</ul>

<p class="">As a result, cannabis legalization is now officially dead for 2026, and N.H. residents will not have an opportunity to vote on it in November.</p>



<h2 class="wp-block-heading" id="h-updates-on-other-pending-legislation">Updates on Other Pending Legislation</h2>



<p class="">Here is a list of other cannabis-related bills that have been considered this session and their current status:</p>



<ul class="wp-block-list">
<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1230&amp;txtFormat=html&amp;sy=2026"><strong>SB 400</strong></a> (Gannon) would change a general requirement for the Therapeutic Cannabis Medical Oversight Board (TCMOB) to an onerous and annual requirement, requiring them to review evidence for all qualifying medical conditions on an annual basis. PASSED SENATE WITH AMENDMENT – TCMOB WOULD HAVE TO REVIEW EVIDENCE EVERY TWO YEARS INSTEAD OF ANNUALLY. ADVANCED TO HOUSE.</li>



<li class=""><a href="https://primeatc-my.sharepoint.com/personal/matt_simon_graniteleaf_com/Documents/Desktop/Total%20THC%20concentration%20shall%20include%20the%20sum%20of%20all%20THC,%20including%20tetrahydrocannabolic%20acid%20(THCA)."><strong>SB 461</strong></a>&nbsp;(Fenton) would clarify the definition of hemp, limiting “total THC concentration” to .3%, and including “tetrahydrocannabinolic acid,” bringing these aspects of N.H. hemp policy into better alignment with the new federal policy. PASSED SENATE, ADVANCED TO HOUSE. </li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1451&amp;txtFormat=html&amp;sy=2026"><strong>SB 462</strong></a> (Murphy) would attempt to establish a modest state-level second amendment protection for registered patients. RECOMMENDED FOR &#8220;INTERIM STUDY&#8221; BY SENATE JUDICIARY COMMITTEE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1228&amp;txtFormat=html&amp;sy=2026"><strong>SB 479</strong></a> (Innis) would allow alternative treatment centers (ATCs) to operate as for-profit entities. VOTED “INEXPEDIENT TO LEGISLATE” IN SENATE JUDICIARY, TABLED IN SENATE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1238&amp;txtFormat=html&amp;sy=2026"><strong>SB 485</strong></a> (Lang) would have authorized the Liquor Commission to regulate the sale of hemp-derived THC products, which would be limited to 15mg of THC per serving. RECOMMENDED FOR &#8220;INTERIM STUDY&#8221; BY SENATE JUDICIARY COMMITTEE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?sy=2025&amp;v=SI&amp;id=1418&amp;txtFormat=html"><strong>SB 624</strong></a> (Gannon) would prohibit the possession and sale of hemp-derived products containing more than .3% THC, establishing an enforcement mechanism through the Liquor Commission and establishing penalties for both sale and personal possession. PASSED SENATE, ADVANCED TO HOUSE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/billinfo.aspx?id=1278&amp;inflect=2"><strong>SB 650</strong></a> (Rochefort) would enable ATCs to purchase CBD and other non-intoxicating cannabinoids from hemp companies for use in N.H. therapeutic cannabis products. RECOMMENDED FOR &#8220;INTERIM STUDY&#8221; BY SENATE JUDICIARY COMMITTEE.</li>

<p class="">On Saturday, November 22, we celebrated <strong><a href="https://graniteleaf.com/10years/" target="_blank" rel="noreferrer noopener">Ten Years of Therapeutic Cannabis</a></strong> at the inaugural <strong><a href="https://graniteleaf.com/nh-cannabis-conference-2025/" target="_blank" rel="noreferrer noopener">New Hampshire Cannabis Conference.</a></strong> This was an awesome opportunity to bring our program &#8220;out of the shadows, into the light,&#8221; and it was a great success! </p>



<p class="">The event took place at the Grappone Conference Center in Concord. For those who were unable to attend, we are pleased to report that the conference sessions are now available on video. <p class="">Next, Dr. Jerry Knirk and Therapeutic Cannabis Program (TCP) Administrator Michael Holt delivered a very informative presentation titled <strong><a href="https://youtu.be/lMAmV52VN9k?si=beWyJz1PMyM00oHy" target="_blank" rel="noreferrer noopener">&#8220;How It Started, How It&#8217;s Going, and Considerations for the Future.&#8221;</a></strong> They shared insights into how the program has developed over time and explored policy considerations that could impact the TCP moving forward. </p>

<p class="">The conference brought together some very knowledgeable panelists from around the state and region. The first panel, <strong><a href="https://www.youtube.com/watch?v=qxgu9W7Nn1A" target="_blank" rel="noreferrer noopener">&#8220;What Can N.H. Learn from Other States?&#8221;</a></strong>, featured cannabis regulators and policy experts from neighboring states. They engaged in a thoughtful discussion of how cannabis policies are working in our region and what New Hampshire might learn from our neighbors.</p>

<p class="">After a lunch break, the conference resumed with <strong><a href="https://youtu.be/0mDWwFMWuhc?si=uMQneVHWu9UPhIsI" target="_blank" rel="noreferrer noopener">&#8220;Share Your Story.&#8221;</a></strong> Coordinated by GraniteLeaf&#8217;s Alicia Bennett, this session gave patients the opportunity to share their experiences with therapeutic cannabis in New Hampshire. As always, it was very beneficial to hear the patients&#8217; perspective!</p>

<p class="">For the final panel of the day, <strong><a href="https://youtu.be/UyxkJKa32QQ?si=U-nfAnmMM_6GdnPC" target="_blank" rel="noreferrer noopener">&#8220;Cannabis in Practice,&#8221;</a></strong> we got to hear important insights from several New Hampshire medical professionals. This excellent panel included representatives of the Therapeutic Cannabis Medical Oversight Board and other medical providers who have certified patients for the TCP.</p>

<p class="">Tomorrow (Tuesday, February 10), the Senate Judiciary Committee will hold public hearings on three cannabis-related bills, including a legalization bill. These hearings will take place in Room 100 of the State House:</p>



<ul class="wp-block-list">
<li class=""><strong>1:30pm:</strong> <a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?sy=2025&amp;v=SI&amp;id=1418&amp;txtFormat=html"><strong>SB 624</strong></a>&nbsp;(Gannon) would prohibit the possession and sale of hemp-derived products containing more than .3% THC, establishing an enforcement mechanism through the Liquor Commission and establishing penalties for both sale and personal possession.</li>
</ul>



<ul class="wp-block-list">
<li class=""><strong>1:40pm:</strong> <a href="https://gc.nh.gov/bill_status/billinfo.aspx?id=1278&amp;inflect=2"><strong>SB 650</strong></a>&nbsp;(Rochefort) would would enable ATCs to purchase CBD and other non-intoxicating cannabinoids from hemp companies for use in N.H. therapeutic cannabis products. This would enable ATCs to offer a broader range of products including CBD, CBG, etc., at lower cost.</li>
</ul>

<li class=""><strong>2pm:</strong> <a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?sy=2025&amp;id=175&amp;txtFormat=html"><strong>HB 186</strong></a> (Sullivan) would legalize possession and limited home cultivation of cannabis for adults, and it would establish a regulated market for adult-use cannabis. This bill takes a thoughtful approach to therapeutic cannabis policy, including provisions intended to ensure patients will not be left behind in the transition to adult-use. (Unfortunately, the bill has no real chance of becoming law in 2026.)</li>
</ul>

<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1230&amp;txtFormat=html&amp;sy=2026"><strong>SB 400</strong></a>&nbsp;(Gannon) would change a general requirement for the Therapeutic Cannabis Medical Oversight Board (TCMOB) to an onerous and annual requirement, requiring them to review evidence for all qualifying medical conditions on an annual basis. PASSED SENATE WITH AMENDMENT &#8211; TCMOB WOULD HAVE TO REVIEW EVIDENCE EVERY TWO YEARS INSTEAD OF ANNUALLY.</li>



<li class=""><a href="https://primeatc-my.sharepoint.com/personal/matt_simon_graniteleaf_com/Documents/Desktop/Total%20THC%20concentration%20shall%20include%20the%20sum%20of%20all%20THC,%20including%20tetrahydrocannabolic%20acid%20(THCA)."><strong>SB 461</strong></a>&nbsp;(Fenton) would clarify the definition of hemp, limiting “total THC concentration” to .3%, and including “tetrahydrocannabinolic acid,” bringing these aspects of N.H. hemp policy into better alignment with the new federal policy. PASSED SENATE, ADVANCED TO HOUSE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1451&amp;txtFormat=html&amp;sy=2026"><strong>SB 462</strong></a>&nbsp;(Murphy) would attempt to establish a modest state-level second amendment protection for registered patients. PENDING IN SENATE JUDICIARY COMMITTEE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/billinfo.aspx?id=1443&amp;inflect=2"><strong>SB 468</strong></a>&nbsp;(Pearl) would allow each ATC to operate one greenhouse, subject to regulations and restrictions. PENDING IN SENATE JUDICIARY COMMITTEE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1228&amp;txtFormat=html&amp;sy=2026"><strong>SB 479</strong></a>&nbsp;(Innis) would allow alternative treatment centers (ATCs) to operate as for-profit entities. VOTED &#8220;INEXPEDIENT TO LEGISLATE&#8221; (3-2) IN SENATE JUDICIARY, PENDING IN SENATE.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=1238&amp;txtFormat=html&amp;sy=2026"><strong>SB 485</strong></a>&nbsp;(Lang) would authorize the Liquor Commission to regulate the sale of hemp-derived THC products, which would be limited to 15mg of THC per serving. PENDING IN SENATE JUDICIARY. SPONSOR TOLD COMMITTEE HE NO LONGER SUPPORTS THE BILL DUE TO CHANGES IN FEDERAL LAW.</li>



<li class=""><a href="https://gc.nh.gov/bill_status/legacy/bs2016/billText.aspx?id=2224&amp;txtFormat=html&amp;sy=2026"><strong>HB 1235</strong></a>&nbsp;(Sullivan) would legalize possession of up to 2.5 ounces of cannabis and 10 grams of cannabis concentrates. PENDING IN HOUSE CRIMINAL JUSTICE AND PUBLIC SAFETY COMMITTEE.</li>



<li class=""><a href="https://gc.nh.gov/lsr_search/billText.aspx?id=1944&amp;type=4"><strong>CACR 19</strong></a>&nbsp;(Wheeler) would establish a Constitutional right to possess modest amounts of cannabis for personal use. PENDING IN HOUSE CRIMINAL JUSTICE AND PUBLIC SAFETY COMMITTEE.</li>
